Abstract

This research, focused on public management in response to environmental pollution caused by motorcycle taxis in the city of Milagro, had the primary objective of expanding empirical knowledge on noncompliance with environmental regulations and its impact on vehicular pollution. Through a case study, the problem of the vehicle fleet composed of smaller vehicles was addressed, the proliferation of which has generated significant environmental consequences. The study was justified based on criteria such as the appropriateness of the analysis in the face of the uncontrolled growth of this type of transport, its social relevance in affecting public health, its practical implications for local administration, and its theoretical value in contributing to the field of urban environmental management. To achieve these objectives, techniques such as surveys, interviews, direct observation, and documentary analysis were employed, which allowed for the collection of valid and reliable data using a rigorous methodological approach based on the deductive method. The results demonstrated the need to strengthen environmental regulatory compliance from the Transportation Department, highlighting the importance of designing continuous improvement strategies to reduce pollution generated by motorcycle taxis. This research represents a substantial contribution to future investigations related to environmental regulatory noncompliance and its relationship with transportation management in urban contexts similar to that of Milagro.
